In line with the needs of enterprises, Shenyang Area of China (Liaoning) Pilot Free Trade Zone carries out innovation, conducts in-depth investigation and research on enterprises, solves individual problems of enterprises in a timely manner, and focuses on breaking through common policy barriers. The free trade zone also uses the “Out Brain” of experts to carry out innovation, gives full play to the experts' role as a think tank to carry out accurate research on prospective institutional innovation topics and forms more than 10 thematic research results. 

Enhancing the level of opening up and taking the initiative to integrate into the dual circulation. Shenyang Area of China (Liaoning) Pilot Free Trade Zone has improved the supporting facilities in the Taoxian Park, built bonded processing centers, public bonded warehouses and constant temperature warehouses, and enhanced the carrying capacity of "bonded +" businesses such as repair and remanufacturing and cross-border e-commerce. The free trade zone has accelerated the construction of the open platform, opened all-cargo aircraft business from Shenyang to South Korea, and expanded the opening up channel of Shenyang. They have also strengthened regional opening up and cooperation, deepened cooperation with the Jinzhan area of the Beijing Pilot Free Trade Zone, and strengthened exchanges and mutual learning with other free trade zones and comprehensive pilot zones of cross-border e-commerce. 

Accelerating the gathering of key projects and cultivating new momentum for development. Shenyang Area of China (Liaoning) Pilot Free Trade Zone has vigorously developed the "Bonded +" new business model, planned the Shenyang Aerospace Manufacturing and Maintenance Base, accelerated the landing of the AVIC Shenyang Aircraft Company Limited Large-scale Skin Stretch Forming Machine Production Line and the AVIC Shenyang Aircraft Company Limited Civil Aircraft Intelligent Factory, and promoted the bonded off-site display of parallel-import cars. The free trade zone has accelerated the development of cross-border e-commerce, promoted the operation of JD.com (Shenyang) Foreign Trade Complex and other projects, implemented the plan of "cultivating thousands of cross-border e-commerce stores", and expanded offline marketing channels for imported goods of cross-border e-commerce. 

Strengthening the construction of business environment and optimizing the service that benefit enterprises. Shenyang Area of China (Liaoning) Pilot Free Trade Zone has deepened the reform of government functions, undertaken the second batch of provincial administrative functions and powers in an orderly way, and built an international intellectual property innovation center. The free trade zone has promoted the opening up of financial services, supported Everbright Limited Liaoning to declare the first QFLP pilot fund, accelerated the construction of enterprise digital archive project, and set up a credit financial granting platform. They have also promoted trade facilitation and explored regulatory innovations such as nodal transit of imported cold chain products.
