During the epidemic period, fire protection construction inspection and acceptance, quality, safety, and other departments took the initiative to provide services. They went deep into the construction sites of major projects such as the metro, and adopted policies and measures such as making appointments in advance, allowing the acceptance of materials lacking in some areas, on-site examination and approval, and increasing the proportion of quality guarantee deposit return. They actively helped enterprises to find solutions and solve problems, promoted enterprises to resume work and production as soon as possible, and achieved remarkable results. 

Since this year, Shenyang has made every effort to deal with the problem of "travel difficulty". The connecting line project of Kunshan Road and 304 National Highway has been successfully completed the swivel construction. The implementation of Hunnan Avenue, Shengli Street, and Dadi Road Expressway was accelerated. 15 congestion and bottleneck nodes have been improved. The first phase project of Metro Line 10 was put into operation. The construction of Line 4, the south extension of Line 2 and Line 3 was accelerated. The preliminary work of the east extension of Line 1 and Line 6 was underway. 

At the same time, Shenyang has achieved phased results in solving the problem of “parking difficulty”. Through measures such as the construction and revitalization of new shared idle parking spaces, Shenyang has solved the shortage of 66,000 parking spaces, of which construction has started on 39,000 parking spaces and revitalization of 27,000 shared idle parking spaces, the construction of 6 P + R parking lots, temporary parking lots of idle land, key areas and three-dimensional parking facilities has been promoted, and the allocation of parking spaces has been optimized to gradually alleviate the “parking difficulty” problem. Shenyang has further improved the function of the smart parking platform and increased the access rate. The level of smart parking management has been improved by adding the functions of parking reservations, off-peak parking in residential areas, and ETC parking platforms. 

Shenyang is creating a good business environment through more sophisticated urban construction. In order to improve the carrying capacity of the city, Shenyang has continued to carry out 170 drainage and waterlogging prevention projects this year. On the basis of 70 completed projects, 100 drainage and waterlogging prevention projects have been carried out in the first half of this year, achieving the three-year fixing weak links action target of "no water accumulation in heavy rain, no waterlogging in torrential rain, and no disaster in downpours". In terms of water use, the second phase project of the West Water Purification Plant, which is a supporting project for the transmission of water from the Dahuofang Reservoir, has been put into operation smoothly, and the Kangping County Water Purification Plant, the supporting pipeline network and the secondary pressurized pumping station have realized a stable water supply, which has fundamentally solved the long-existing drinking water problems of the masses in the Kangping area and enabled the people to really drink safe and assured water. The Northwest Liaoning Water Supply Project is under intensive construction, which will further optimize Shenyang's urban water supply structure and improve water supply capacity. 

At the same time, Shenyang is also showing the capabilities in key areas such as old community reconstruction, gas pipeline renovation, rural road construction, and black and stinky water control. Shenyang strives for perfection in urban sanitation, greening and beautification, governance of back streets and lanes, management of bike sharing, renovation of urban-rural junction areas, construction sites, and other aspects of building a national civilized city.
