The Management Committee of Shenyang Area of China (Liaoning) Pilot Free Trade Zone held the launching ceremony of the policy cashing single window on November 27.

In the two years since Shenyang Area of China (Liaoning) Pilot Free Trade Zone was officially launched, it has issued incentive policies and implementation rules for the equipment manufacturing industry, financial services industry, financing leasing industry and science and technology industry, injecting new vitality into the innovation and development of enterprises in the free trade zone. Shenyang Area of China (Liaoning) Pilot Free Trade Zone Policy Cashing Single Window, which integrates the industrial incentive policy and the implementation rules and adopts the multi-department parallel audit. The single-window implements "one application, one acceptance, one examination and one week to complete" operating audit mechanism. It will further optimize the business environment and the industrial structure of Shenyang Area of China (Liaoning) Pilot Free Trade Zone, and lead the high-quality development of the region.

Yu Boyang, Deputy Director of Shenyang Area of China (Liaoning) Pilot Free Trade Zone Management Committee introduced that the policy cashing single window has simplified and consolidated many forms involved in the cashing of policies into one application form. On the basis of simplifying the contents of the application form, the examination and approval process shall be internally circulated, with the policy departments responsible for compliance audit and data verification, the tax departments responsible for enterprise tax payment verification, and third-party organizations responsible for the authenticity of enterprise declaration materials and data verification. The whole process adopts "one window application, one window handle". In this way, enterprises can receive approval results and incentive funds within one week.

Since the beginning of this year, Shenyang Area of China (Liaoning) Pilot Free Trade Zone has formed 7 provincial replication and promotion system innovation experiences, with a total of 33 provincial-level experiences, and has reported 6 innovative experiences to the Ministry of Commerce. Shenyang Area of China (Liaoning) Pilot Free Trade Zone has registered 18,000 enterprises, with 46 projects above 100 million RMB Yuan, including 9 projects of high-end equipment manufacturing, 17 projects of emerging industries, 20 projects of modern service industry and other projects. After the operation of the "policy cashing single window", it is estimated that more than 30 million RMB Yuan of policy support funds for equipment manufacturing, financial services, financial leasing and scientific and technological innovation will be cashing in before the end of the year.
