1. To implement the state's and provincial principles, policies, laws and regulations and decisions related to foreign affairs, overseas Chinese affairs and Hong Kong and Macao affairs; formulate and implement rules and plans related to foreign affairs, overseas Chinese affairs and Hong Kong and Macao affairs; supervise and inspect implementation of principles, policies, laws and regulations and decisions, rules and plans related to foreign affairs, overseas Chinese affairs and Hong Kong and Macao affairs by relevant departments and areas.

2. To coordinate, plan and regulate activities related to foreign affairs, overseas Chinese affairs and Hong Kong and Macao affairs in Shenyang; conduct analysis with focus on economic growth, social development and opening up; guide and coordinate with relevant government departments and areas to undertake work concerning foreign affairs, overseas Chinese affairs and Hong Kong and Macao affairs; serve the economic and social development of Shenyang through exchanges with foreign countries, overseas Chinese and Hong Kong and Macao.

3. To handle exchanges between Shenyang and foreign friendship cities, between districts of Shenyang and foreign friendship districts/counties and between organizations in Shenyang and their foreign friendship counterparts; oversee approval and report of the work of establishing and developing friendship-city relations between Shenyang and other foreign cities; guide people-to-people exchange between Shenyang and foreign countries.

4. To handle official overseas visits of municipal level officials; examine and approve official overseas visits and issuance of invitations to foreign nationals to visit Shenyang; deal with passports, exit-entry permits to Hong Kong and Macao and other permits for official visits.

5. To coordinate and regulate exchanges between Shenyang and foreign embassies and consulates in China; assist authorities in charge at the next higher level in regulating and exchanges with foreign consulates in Shenyang; assist authorities in charge at the next higher level in regulating overseas NGO activities in Shenyang; administrate NGOs of Shenyang in participating international NGO activities; and oversee consular protection and assistance.

6. To oversee report and approval of international conferences held in Shenyang; be responsible for coordination and liaison for large-scale international activities held in the name of Shenyang Municipal Government; receive state guests, political party guests and other important guests visiting Shenyang; coordinate and arrange foreign activities of municipal level officials; assist relevant government departments in inviting foreign journalists and organizing interviews as well as publicity of important foreign activities.

7. To protect legal rights and interests of the returned overseas Chinese, family members of the overseas Chinese, foreign nationals of Chinese origin in accordance with applicable laws and regulations; be responsible for organize networking activities and provide services to overseas Chinese and their communities and Hong Kong and Macao Chinese communities from Shenyang; undertake work such as overseas Chinese affairs publicity and overseas Chinese education; and coordinate with relevant departments to conduct work related to Taiwan.

8. To handle affairs related to official exchanges between Shenyang and Hong Kong and Macao and conduct exchanges and cooperation between Shenyang and Hong Kong and Macao.

9. To handle training for cadres related to foreign affairs, overseas Chinese affairs and Hong Kong and Macao affairs and personnel concerning foreign affairs; coordinate with relevant government departments to supervise and inspect observance of disciplines and confidentiality rules.

10. To serve talent exchanges between Shenyang and foreign countries with foreign, overseas Chinese and Hong Kong and Macao resources; handle liaison with foreign countries, overseas Chinese and Hong Kong and Macao and set up Work and Information Platform for High-Level Overseas Talents to attract overseas talents to make innovations and start businesses in Shenyang.

11. To undertake work related to Party building of the Office and its Party Committee.

12. To perform other tasks given by Shenyang Municipal Government.
