On February 5, the Plenary Session of the Fifth China-CEEC Local Leaders' Meeting was successfully held in Shenyang online. Liu Ning, Deputy Party Secretary of CPC Liaoning Provincial Committee and Governor of Liaoning Province attended the meeting and delivered a speech. Chen Lvping, Deputy Governor of Liaoning Province attended the meeting. Wang Xinwei, Deputy Party Secretary of CPC Shenyang Municipal Committee and Acting Mayor of Shenyang presided over the meeting. Todorov, Chairman of Sofia Region of Bulgaria, Lin Songtian, President of the Chinese People's Association for Friendship with Foreign Countries, Rogin, Governor of Zadar Province of Croatia and Huo Yuzhen, Special Representative of the Ministry of Foreign Affairs on Cooperation between China and Central and Eastern European Countries delivered speeches respectively. 

With the theme of "Work Together for Common Development and A Shared Future", besides setting up the main venue in Shenyang, the meeting crossed the time zone and connected many countries setting up branch venues in 17 local governments of Central and Eastern European countries including Bulgaria and Croatia and 22 provinces (autonomous regions and centrally administered municipalities) including Beijing and Gansu Province. Guests from all over the world gathered in the clouds to deepen the "Belt and Road Initiative" exchange and cooperation and discuss the "17+1" development plan. 

On behalf of the Liaoning Provincial People's Government, Liu Ning welcomed the guests and expressed his gratitude to the people from all walks of life who are committed to promoting friendly cooperation between Liaoning and Central and Eastern European countries. He said that President Xi Jinping's keynote speech at the opening ceremony of the 3rd China International Import Expo further demonstrated China's solemn commitment to unswervingly expand opening-up and promote the building of an open world economy, releasing a positive signal to the world to share China's big market and pointing out the direction for promoting deeper cooperation and common development between Liaoning and Central and Eastern European countries. 

Liu Ning pointed out that at present, Liaoning is seriously implementing the spirit of the fifth plenary session of the 19th CPC Central Committee, implementing the important speeches and instructions of General Secretary Xi Jinping on the revitalization and development of Northeast China and Liaoning, seizing the opportunity to integrate into the construction of a new development pattern of "dual circulation", and starting a new journey of fully building a socialist modernization. We sincerely look forward to working with Central and Eastern European countries to actively carry out all-industry, all-field, all-region and all-chain cooperation and strive to create a new situation of win-win development. We will focus on improving the level of local cooperation, further expand in-depth cooperation in 5G network, big data, Internet of Things and other scientific and technological fields, and support enterprises on both sides to develop markets and dock industries. We will focus on expanding the scale of trade between the two sides, explore the establishment of a trade promotion mechanism between local governments, continuously expand the import and export of advantageous products from both sides, and promote the rapid development of two-way trade. We will make efforts to enhance humanistic exchanges, continue to promote the conclusion of friendship between provinces and states, comprehensively deepen exchanges in the fields of education, culture and health, strengthen cooperation and share experience in combating epidemics, so that people on both sides can increase mutual trust and friendship through mutual learning and appreciation. We will focus on creating investment and trade facilities, comprehensively build a business environment that is based on market principles, governed by law and up to international standards, jointly provide equal, fair and open policy support and convenient conditions for enterprises on both sides, jointly create a better chapter of mutual benefit and win-win situation, and create a brighter and better future. 

The meeting passed the application of three member units of Jilin Province, Ningxia Hui Autonomous Region and Hubei Province to join the China-CEEC Association of Governors of Provinces and Regions. 

Li Songlin, member of the standing committee of the CPC Shenyang Municipal Committee and Vice Mayor of Shenyang also attended the meeting.
