On January 6, Foreign Affairs Office of Shenyang Municipal People's Government held a special director's work meeting to discuss and make arrangements for attracting investment and providing service in 2023. Chen Shuangwei, secretary of the Leading Party Members’ Group and Director of Foreign Affairs Office of Shenyang Municipal People's Government, presided over the meeting and made a speech, deploying arrangements around implementing the spirit and instructions of Party Secretary Wang Xinwei and accomplishing the task of attracting investment and providing service in 2023. Members of the leadership of Shenyang FAO and heads of departments attended the meeting and spoke in turn.

The meeting pointed out that to do a good job in attracting investment and providing service, is the important measures to implement the spirit of work meetings of the CPC Liaoning Provincial Committee and CPC Shenyang Municipal Committee, to focus on the goal of accelerating the construction of the National Center City and the Internationalized Center City in Northeast Asia, and to promote high-quality economic and social development from the perspective of serving the central task and overall situation. The investment work is the concrete actions of promoting special campaign on revitalization, carrying out the requirements of striving for outstanding results in all aspects including ideology, development, supply chain, reform, opening up, environment and personnel, strengthening the “Foreign Affairs+” and internationalizing the city, and serving the overall national diplomacy, as well as the development of economy and society. The whole office should deeply understand the spirit and instructions of Party Secretary Wang Xinwei, fully realize the importance of attracting investment and providing service work, adhere to the goal-oriented and result-oriented actions, concentrate all efforts on the investment work and ensure the implementation of the deployment requirements of the municipal party committee and government.

The meeting stressed that, we should give full play to our advantages of location, channel, and the role of platform. The breakthrough directions should be utilizing the industry chain, the platform, central enterprises and our resources. We should focus on 8 key industrial chains, seek new paths and achieve new breakthroughs in building new frontiers of opening up to the outside world. By sorting out the resources and industries of sister cities, projects of foreign business associations and foreign embassies (consulates) in China, investment intentions of foreign enterprises' representative offices in China, and the needs of industrial parks and chains for projects, funds, talents and policies, we could make achievements on information sharing and cooperation. To build an internationalized center city in Northeast Asia and a new highland for opening up to Northeast Asia, we should deepen the cooperation with Japan, Korea, Germany, Russia, member countries in RCEP, Hong Kong and Macao regions, use the opportunity of the official visits, and organize overseas attracting investment groups. Facilitate the attracting investment work for China-Japan Industrial Park, Hunnan Science and Technology Area, the Free Trade Zone, the Self-Innovative Pilot Zone and other parks with foreign affairs related work.
