In Dr. Franz Decker's view, whether it is the development of cities or the advancement of enterprises, in order to pursue excellent quality, it is necessary to put in more effort than others in order to achieve better goals.

Since joining the BMW Group in 1998, Dr. Franz Decker has held management positions in various areas such as production strategy and operations, production planning and logistics, information technology strategy, as well as organizational development and flexible production. He is currently the President and CEO of Brilliance BMW Automotive Co., Ltd. In recent years, in the face of multiple challenges in the automotive industry, Dr. Franz Decker has been responsible for and successfully constructed new factories and upgrading projects. At the same time, he has also promoted BMW Brilliance to continuously reach new highs in production, and was awarded the title of "Honorary Citizen of Shenyang City" this year.

15 years to witness the development and changes of cities and enterprises

“I've been in Shenyang the first time more than 15 years ago. At that time, BBA was still a very small company. We just had one production, roughly 3,000 people and were producing several cars a day. Today we have a totally different situation. At BBA, more than 26,000 people are producing almost 3,000 cars a day, and in top quality. You can even export the cars to the rest of the world and they are seen as the best they can get, and what we expect from BWM worldwide.”said Dr. Decker. 

He expressed that, Shenyang has changed a lot and become much more international compared to 15 years ago. The infrastructure has developed with 5 metro lines, international hospitals and international schools. More living space is provided for foreigners and local residents. He believed that urban development is not only for foreigners but to improve the city life which will be good for people to come and visiting Shenyang and for people living in Shenyang as well. 

Sound development momentum with overall improvement of all works in Shenyang

The pursuit of economic growth and development ultimately boils down to the competition of environment. Since the beginning of this year, Shenyang has promoted the development of a high-level business environment in a tightly organized and innovative-integrated manner with effective mechanism. The reform integration has focused on the development of the market, administrative affairs, rule of law, and cultural environment, with the aim to create a fair and orderly market environment, a convenient and efficient administrative environment, a fair and just environment for the rule of law, and a warm and inclusive cultural environment.

For the Three Year Action Plan, Dr. Decker said, working in BBA is a joint culture of Chinese and German traditions and the merging the best of both worlds. Similar results can be seen in the city. It's becoming more open, more lively，and more of city where people want to live. it's a question not just for foreigners to live in China and in Shenyang. It is a question of people being attracted to the city，wanting to stay in the city and even attracting talents from all over the country to come to Shenyang.  He thought that Shenyang is on a good way with a lot of development happening in the last years and especially in the last year there was a big ramp up in the city in terms of additional activities.

“I think today Shenyang is actually much better than we are managing to get a picture on Shenyang. If you ask other people，they still don't understand about the great development which has happened in the last years here in Shenyang. I’m honored to see that” said Dr.Decker.

Enjoy life and work in Shenyang

Dr. Decker said happily to the reporter, “I'm now living for 7 years in Shenyang. It's at the end of the day about people. It's not so much about buildings, infrastructure, and so on. I talked about it. But it is about the people who have left the biggest impression. Obviously, the colleagues within BBA and working in China for me is not just an episode in my professional life. It is actually the best time I have had so far professionally and also my private life. I'm enjoying living and working in Shenyang.”

When asked by the reporter if he has any hobbies or exercise he particularly enjoys after his busy work, Dr. Decker laughed heartily and said “I am a person who loves work very much, especially the current job. Sometimes, it's really stressful. But I'm an engineer, and engineers come to this world to solve problems.” “Working with a group of like-minded people and doing something you enjoy, I think is the best way to relieve all the pressure in the world.”
