On Febrary 22nd, Foreign Affairs Office of Municipal CPC and Municipal Government Convened Meeting of Directors to deeply implement Xi Jinping Thought on Socialism with Chinese Characters for a New Era and Xi Jinping Thought on Diplomacy, convey the spirit of the Central Conference on Work Related to Foreign Affairs, the third meeting of the Foreign Affairs Committee of 13th CPC Liaoning Provincial Committee, the 8th meeting of the Foreign Affairs Committee of CPC Shenyang Municipal Committee, and the spirit of important documents such as Regulations on the leadership of CPC over Work Related to Foreign Affairs. During the meeting, directors of foreign affairs offices of districts and counties (city) reported on their work, while Chen Shuangwei, Secretary of the leading Party members group of Municipal Foreign Affairs Office, and Director of the Foreign Affairs Office of Municipal CPC and Municipal Government, gave a work report, comprehensively summarizing the city's foreign affairs work in 2023, analyzing the current situation, and deploying key work tasks for 2024.

It was pointed out that 2023 was the first year to fully implement the spirit of the 20th CPC National Congress, the first year of the Three-Year Action Plan for comprehensive revitalization and new breakthroughs and a year of the transition from epidemic prevention and control to fruitful achievement on expanding new opportunities and overcoming difficulties. In 2023, the foreign affairs system, adhering to Xi Jinping Thought on Socialism with Chinese Characters for a New Era, guided by Xi Jinping Thought on Diplomacy, adhering to the centralized and unified leadership of CPC over work related to foreign affairs, coordinated the overall development and security, focused on building Shenyang into a national center city, an international center city in Northeast Asia and a new highland for opening up and cooperation in Northeast Asia, and fully implemented the Three-Year Action Plan on Making New Breakthroughs in Comprehensive Revitalization and the Campaign of Being a Pioneer and Making New Breakthroughs in All Round Revitalization, making contributions to winning the first battle of the Three-Year Action Plan.

It was emphasized that currently, Shenyang is in a period with overlapping opportunities and upcoming preferential policies. It is a period of transformation and upgrading, leapfrogging and catching up, and gaining momentum and achieving breakthrough. The 6th Plenary Session of the 14th CPC Municipal Committee put forward the strategic task to strive to write a new chapter of Shenyang in Chinese Modernization, and clarified the strategic and leading goal to be a pioneer in building the "six positioning" of Liaoning in the new era, especially to build a hub of opening up and cooperation in Northeast Asia, which would certainly attract more international attention and introduce more international resources. Thus, the leap forward development of foreign affairs work in Shenyang will be more prominent, and the mission will be more arduous.

It was noted that the municipal foreign affairs system should bear in mind the instructions, be grateful and strive forward, and continuously strengthen the awareness of ideological frontiers. In order to establish an excellent open environment, strengthen platform of opening up, and provide good foreign affairs services, with the goal of "enhancing foundation, promoting innovation and breakthrough, and realizing comprehensive improvement", the whole system should strive to create an upgraded version of "Hello, Shenyang" global promotion event, foreign public services, diplomatic and consular exchanges, international sister city cooperation, people-to-people exchanges, foreign affairs service plus industrial parks, enterprise, and people’s well being, and the leadership of CPC over work related to foreign affairs, so as to promote the all-round breakthroughs and upgrading in foreign affairs work.

It was made clear that the foreign affairs system must bear in mind the "Top Priorities of the Country", consciously maintain a high degree of consistency with the CPC Central Committee in ideology, political stand and action, and ensure that the foreign policies and strategic deployment are effectively implemented. It is necessary to adhere to the principle of integrity and innovation, further strengthen the concept of goal and result orientation, and awareness of excellence, and take innovative measures to fully promote the high-quality development of foreign affairs work. It is necessary to firmly establish a solid bottom line thinking, strengthen and improve the foreign affairs security systems, strictly prevent and properly resolve various risks and hidden dangers in foreign affairs related fields, and deeply practice the overall national security concept. It is necessary to strengthen the work style, comprehensively improve the ability and quality of foreign affairs team, accelerate the transformation from handling affairs to strategic managing and designing, so as to make new and greater contributions to building Shenyang into a national center city, an international center city in Northeast Asia, a hub of opening up and cooperation in Northeast Asia, and win the battle in the year of breakthrough.
