With the theme of "High-quality Cultural and Sports Exchange, High-Engergy Opening up", this competition is hosted by the Shenyang Municipal People's Government, jointly organized by the Foreign Affairs Office of the Shenyang Municipal People's Government, and the Shenyang People's Association for Friendship with Foreign Countries, the Shenyang Sports Bureau, and the Shenyang Municipal Committee of the Communist Youth League. At the opening ceremony, the Consulates General of Japan, the Republic of Korea, and Germany in Shenyang presented a wonderful and diverse cultural feast for the audience, featuring Japanese kendo, Korean street dance, German children's choir, and cheerleading performances from Shenyang City College. Officials from the Consulates General of Japan, the Republic of Korea, and Germany in Shenyang, as well as representatives from BMW Brilliance Automotive, attended the opening ceremony. More than 150 members from the football teams of foreign-funded enterprises in Shenyang, as well as international students from Shenyang University of Technology and Shenyang Medical College, participated in the tournament and enhance friendship.

Since last year, the whole city has accelerated the construction of a national central city and an international central city in Northeast Asia, adhering to the overall goal of consolidating the foundation, promoting innovation and breakthroughs, and improving in an  all round manner. “Hello, Shenyang”friendly football tournament for foreign nationals in Shenyang is an important measure for our city to create an upgraded version of “International Shenyang”.
