In 2024, Shenyang's foreign affairs work has adhered to Xi Jinping Thought on Socialism with Chinese Characters for a New Era, especially Xi Jinping Thought on Diplomacy, deeply implemented the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th CPC Central Committee, focused on building a national central city and an international central city in Northeast Asia, adhered to the principles of “strengthening the foundation and raising the benchmark to achieve overall improvement and innovative breakthroughs”, continuously strengthened our awareness of opening up and forward looking, and fully committed to creating an upgraded version of "Foreign Affairs+" and "International Shenyang", which has contributed our strength to the development of Shenyang as a "pioneer" in building Liaoning into a hub for opening up and cooperation in Northeast Asia.

At the beginning of Spring Festival, we will publish four consecutive overviews of the work on the official account of "Shenyang Foreign Affairs" to comprehensively display the wonderful stories, innovative highlights and fruitful achievements of Shenyang's foreign affairswork in 2024, demonstrate the unique charm of “International Shenyang”, and promote the construction of Shenyang as an international central city in Northeast Asia to a new level.

Make Great Top-level Design to Comprehensively Build the Big Structureof Foreign Affairs

The service for the country's overall diplomacy has been effective and powerful.

Excellent support was provided for the President of the Republic of Congo Denis Sassou Nguesso to Shenyang, who came to China to attend the Forum on China-Africa Cooperation, in his process of inspecting key enterprises such as Northern Heavy Industries and SiasunRobotics, fully demonstrating the outstanding achievements of "Made in Shenyang" and laying a solid foundation for deepening cooperation with Africa. We successfully received the Workshop for Cadres of Theoretical Research of the World Communist Parties consisting of 22 Communist Party leaders and young and middle-aged theorists from 19 countries to visit Shenyang who personally experienced Shenyang practice of Chinesepath to modernization, and was commended by the International Department of the Central Committee of the Communist Party of China.

High-level mutual visits have achieved fruitful results. 

High-quality services were provided for Shenyang Government Delegation’s visits to 16 countries including Germany, Austria, Australia, Indonesia, Malaysia and the United States, conductingintensive economic and trade negotiations and friendly exchanges, promoting 111 key investment and cooperation projects and making notable achievements. Six ambassadors of New Zealand, Thailand, Australia, Belgium, Pakistan and Japan to China were successfully invited to visit Shenyang, further promoting practical cooperation in multiple fields such as economy, trade, culture, tourism, and people-to-people exchanges.

The construction of the foreign affairs cadre team has been further strengthened. 

We carried out training sessions themed "strengthening the foundation and raising the benchmark to achieve overall improvement and innovative breakthroughs" for the city's foreign affairs system and hold "Practical and Training Program for Promoting High-Level Opening Up and Making Key Breakthroughs" to cultivate a cadre team for foreign affairs that is loyal to the Party, ready to shoulder responsibilities, proactive in tackle challenges and adept in overcoming difficulties, and strict in discipline. 24 young cadres were organized to conduct 14 sessions of “Young Cadres on the Stage” trainingaround 58 themes. 16 competitors were selected to participate in English, Japanese, Russian, and Korean contests in the 7th "Most Outstanding Interpreters in Liaoning and Shenyang" competition, achieving excellent results with 11 winners. The Foreign Affairs Office of Shenyang Municipal People’s Governmentwon the Best Organization Award in the competition.
