As an important city for technological innovation in ROK, Seongnam is the location of Pangyo Techno Valley, a cutting-edge techno cluster in ROK, and also the first sister city of Shenyang in ROK. Since the two cities became sister cities in August 1998, practical cooperation has been carried out in many fields such as economy and trade, science and technology, medical and health care, culture, and youth exchanges, with fruitful results. During the event, Shin Sang-jin, Mayor of Seongnam, expressed the hope that the two cities will take the agreement signing as a new starting point to further promote cooperation in the fields of new generation information technology, bio-medicine, and other industries. They will jointly adhere to the original intention, continue to deepen cooperation in multiple fields such as industry, economy, and trade, strengthen cultural exchanges, promote the partnership to a new level to involve resources sharing, project co-construction, complementary advantages, and win-win cooperation, and contribute to the sound development of the China ROK strategic partnership.

In recent years, Shenyang has continuously strengthened "foreign affairs+" and "international Shenyang" , comprehensively launched the "Hello, Shenyang" global promotion trend, accelerated the construction of an international central city in Northeast Asia, and made every effort to create a new highland of open cooperation in Northeast Asia. The successful completion of the “Hello, Shenyang”International Sister Cities and Friendship Cities Mayors Day event has ushered in a new year's "good start" for Shenyang to create an upgraded version of "International Shenyang". It will further promote Shenyang's high-level opening up to the world and help achieve high-quality development.
