On June 11th, a seven-member delegation led by Oksana Kozlovskaya, Speaker of the Legislative Duma of Tomsk Oblast, Russia, visited the Liaozhong Park of Shenyang Comprehensive Bonded Zone and the China-Russia Economic and Trade Cooperation Industrial Park.

Attendees jointly watched a promotional video of the China-Russia Economic and Trade Cooperation Industrial Park, gaining a comprehensive understanding of the park’s development. Zhu Dayong, Deputy Director of the Liaozhong Economic Development Zone Administrative Committee, provided a detailed introduction to Liaozhong District’s geographical advantages, infrastructure development, and supporting service systems of the China-Russia (Shenyang) Economic and Trade Cooperation Industrial Park and the Liaozhong Park of Shenyang Comprehensive Bonded Zone. Zhu Dayong stated that Liaozhong District consistently adheres to the development strategy of "platform + channel + industry", fully advancing the characteristic industrial development of "one zone, three parks, and two channels", with a focus on promoting the construction of "four major platforms" and establishing a comprehensive transport system integrating highway, railway, sea, and air transportation. The district is committed to continuously optimizing a market-oriented, law-based, and international business environment and looks forward to engaging in practical cooperation with Russia across broader fields to achieve mutual benefit and win-win outcomes.

Kozlovskaya Oksana spoke highly of the infrastructure achievements of the Liaozhong Park of Shenyang Comprehensive Bonded Zone and the China-Russia (Shenyang) Economic and Trade Cooperation Industrial Park and expressed strong interest in collaboration. She noted that Tomsk Oblast is a key resource-rich region in Russia, abundant in natural and mineral resources, and hopes to deepen economic and trade cooperation with Liaozhong District in multiple sectors, jointly elevating China-Russia bilateral trade to new heights.

The two sides held in-depth discussions and exchanges on park positioning, competitive advantages, and tenant enterprise profiles, laying a solid foundation for future cooperation. Liaozhong Economic Development Zone and Tomsk Special Economic Zone of Technology Import and Innovation signed a strategic cooperation agreement. This visit by the Tomsk Oblast delegation marks a significant step for Liaozhong District in deepening international cooperation and promoting opening up and development, significantly boosting local economic exchanges between China and Russia and promoting coordinated regional economic development.
