On July 4th, as one of the main events of 2025 SCO Forum on People-to-People Friendship and the Forum on Friendship Cities, the Forum on Friendship City Collaboration and Economic Partnerships & The Second Shenyang International Friendship Cities Economic and Trade Cooperation Conference was held. Ziyafat Asgarov, Vice President of the Milli Majlis of the Republic of Azerbaijan, attended the event. Lyu Zhicheng, Deputy Secretary of the CPC Municipal Committee and Mayor of Shenyang City, delivered a speech. 

Lyu Zhicheng, on behalf of the CPC Municipal Committee and Municipal Government, welcomed the leaders and guests attending the conference. He said that under the support of President Xi Jinping, Shenyang is anchoring itself as an international central city in Northeast Asia, striving to build 'one hub and four centers,' and a modern, ecological, and international metropolis is accelerating towards the forefront of global development. Today's Shenyang boasts a large market scale, strong industrial capabilities, vibrant innovation, and a high level of opening up, having established friendship city relations with 107 cities in 48 countries. Shenyang will, as always, work with friendship cities to practice the 'Shanghai Spirit,' strengthen friendly exchanges, and deepen practical cooperation in economic and trade, science and technology, education, culture, sports, and other fields, jointly building a sustainable and beautiful future.

Wei Yuansong, Member of the Population Resources and Environment Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Luo Li, Director of the Foreign Affairs Office of the Liaoning Provincial Government, Li Lin, Director of the Foreign Affairs Office of the Fujian Provincial Government, Irina Guseva, Co-Chairmen of Russian Association for Local Self-Government Development, and Natalia Peshkova, Consul General of the Consulate General of Russia in Shenyang, delivered speeches respectively, hoping that all parties would further strengthen cooperation in technological innovation, ecological environmental protection, green development, and other fields to achieve higher-level mutual benefit and win-win development.

Abidov Zakir, Chairperson of the Uzbekistan Friendship Cities Alliance, Oleg Imameev, Mayor of Blagoveshchensk, Russia, Kabuljon Sabirov, Director of the SCO Center for Public Diplomacy in Uzbekistan, Dmitrii Morev, Mayor of Arkhangelsk, Russia, Muhammad Asif Noor, Director of Centre for SCO Studies at Institute of Peace and Diplomatic Studies in Pakistan, and Egor Konovalenko, Chairman of Siberian Snow Bear Supply Chain (Liaoning) Co., Ltd., addressed the conference.

Ten economic and trade cooperation projects, including the Russia Fortune Trade China Centralized Procurement Center, Kyrgyzstan Sut Bulak Company International Trade Cooperation, Baimen Biotechnologies LLC Dairy Product R&D Center, and Cambodia Agriculture and Trade International Cooperation, were signed on-site.

Aliaksandr Charviakou, Ambassador of Belarus to China; Zagdjav Deleg, President of the Peace and Friendship Organization of Mongolia; Banu Nurgazieva, President of the Civil Alliance of Kazakhstan; Murat Madigulov, Director of the Governor's Office of Almaty Oblast; Andrey Maximov, Director General of the Union of Russian Cities; Rashad Mahmudov, Vice Chairman of the Health Committee, Member Javanshir Pashazade, Member Goydaniz Gahramanov of the Milli Majlis of the Republic of Azerbaijan; Pay Sambo, Secretary General of Civil Society Alliance Forum of Cambodia, Bai Yuzhen, Director of the Foreign Affairs Office of the Ningxia Hui Autonomous Region, Liu Quansheng, President of the Sichuan Provincial People's Association for Friendship with Foreign Countries, and representatives of friendship provinces, states, and cities of SCO countries, friendship organizations, diplomatic envoys in China, business associations and enterprises, experts and scholars, representatives of the Chinese People's Association for Friendship with Foreign Countries, and representatives of the foreign affairs offices (PAFFC) of  domestic cities attended the event.

Municipal leader Duan Jiyang presided over the event, and Zhao Wei participated. The Municipal Development and Reform Commission, Commerce Bureau, and Liaozhong District made promotional presentations.
