The 2023 Global Mayors’ Forum was held from December 8th to 9th. Chen Shuangwei, Director of the Foreign Affairs Office of Shenyang Municipal People's Government and Secretary General of the Shenyang People's Association for Friendship with Foreign Countries, led a working group to attend the forum in Guangzhou and conducted research in Shenzhen.

The 2023 Global Mayors’ Forum is jointly hosted by the Chinese People's Association for Friendship with Foreign Countries, the Guangzhou Municipal Government, the UCLG, and the World Association of Major Metropolises. During this period, the 6th Guangzhou International Innovation Award ceremony was also held. Over 800 representatives from 37 countries, 65 cities, and 9 international organizations attended the event. The forum, with the theme of "High Quality Development: Urban Innovation and Cooperation", explores the construction of high-quality global urban partnerships to jointly create a new era of global urban development. Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, Ba Teer, President of the Chinese People's Association for Friendship with Foreign Countries, Zhang Xin, Vice Governor of Guangdong Province, Sun Zhiyang, Acting Mayor of Guangzhou, Altay, Chairman of the UCLG, Lopez, Chairman of the World Association of Major Metropolises, and Chang Qide, Coordinator of the United Nations System in China, attended the opening ceremony and delivered speeches.

Batel pointed out that the world today is in a situation of great change unprecedented in a century. President Xi Jinping put forward the concept of building a community of human destiny and the global development initiative, global security initiative, global civilization initiative, which profoundly answer the question of the world, history and the times "what's wrong with the world, what do we do". It has been widely supported and praised by the international community. The organization of the Global Mayors' Forum is a concrete measure to implement Xi Jinping's thought on diplomacy, and also reflects the common aspiration of cities around the world. We hope to take this opportunity to strengthen urban innovation and cooperation, promote global high-quality development and jointly build a community of human destiny.

In order to actively implement the important instructions of the General Secretary Xi Jinping to promote the comprehensive revitalization of Northeast China in the new era, improve the level of internal and external opening-up and cooperation, and strengthen the connection of Shenyang City and the Guangdong-Hong Kong-Macao Greater Bay Area and other major national strategies, the working group went to Shenzhen to carry out work research, visited the Foreign Affairs Office of Shenzhen Municipal Government, and inspected well-known enterprises such as Huawei Group, Pengnian Group, and China Gas Holdings Limited.

Cao Saixian, Party Secretary and Director of the Foreign Affairs Office of the Shenzhen Municipal Government, introduced the foreign affairs work of the Foreign Affairs Office of the Shenzhen Municipal Government (Friendship Association), as well as the work experience in serving the overall diplomacy, holding large international conferences, carrying out international sister city exchanges, building international communities and integrating into the construction of the "The Belt and Road Initiative".

Chen Shuangwei said that Shenzhen is building a high-level hub of opening up to the outside world, and the achievements in foreign affairs are gratifying. Centering on the goal of building Liaoning Province into "six places" in the new era, Shenyang FAO (Shenyang PAFFC) will deeply implement the decision and deployment of the Municipal Party Committee and the municipal government to strengthen "Foreign affairs +" and build "International Shenyang", establish a working contact mechanism with the Guangdong-Hong Kong-Macao Greater Bay Area and learn from Shenzhen's experience. We will actively promote the development of local cooperation in foreign affairs in terms of resource and factor sharing, industrial interaction, and mutual learning.

The both sides indicated that they will strengthen interaction and exchanges, cooperation between sister cities, talent exchange, international district construction, urban publicity, industrial development and other aspects, continue to improve the ability to serve local economic and social development, and contribute more and more local foreign affairs forces to serve the country's overall diplomacy.
