Chen Shuangwei, Party Secretary and Director of Shenyang Foreign Affairs Office gave a profound exposition on appreciating the great significance of the 3rd Plenary Session of the 20th CPC Central Committee, fully and faithfully understanding important measures for further deepening reform highlighted in the Resolution of the Central Committee of the Communist Party of China (CPC) on Further Deepening Reform Comprehensively to Advance Chinese Modernization, comprehensively implementing strategic arrangements and reform requirements for foreign affairs work made by the 3rd Plenary Session of the 20th CPC Central Committee and promoting high-quality development of Shenyang’s work relating to foreign affairs.

It was pointed out at the conference that the year 2024 marks the 75th anniversary of the founding of the People’s Republic of China and a decisive year of the three-year action of making breakthroughs in full revitalization. Since the beginning of this year, under the leadership of the Foreign Affairs Committee of the CPC Shenyang Municipal Committee, foreign affairs offices at all levels have stayed true to our abiding mission of serving the people through work relating to foreign affairs, made full use of local strengths to facilitate international exchanges and cooperation, continuously made innovations and breakthroughs, upgraded the initiative of making full use of the foreign affairs plus model and striving to build an upgraded version of International Shenyang.

It was underlined at the conference that foreign affairs offices at all levels must focus on the city's central work and the arrangement for building an international center city in Northeast Asia and serving as the pioneer in creating a hub for opening up and cooperation in Northeast Asia, forge ahead toward the goal of "enhancing foundation, promoting innovation and breakthrough, and realizing comprehensive improvement", improve opening-up environment, strengthen opening-up platforms, provide foreign related services, fully upgrade the Hello Shenyang global promotional events, foreign related public serves, exchanges with foreign embassies and consulates-general, work relating to international sister cities, people-to-people and cultural exchanges, foreign affairs serves for industrial parks, enterprises and the people’s wellbeing, the leadership of CPC over foreign affairs work and the building of professional personnel, making more contribution to the development of “Six Positioning” of Liaoning in a new era and the great practice to promote all-round revitalization of Shenyang.
