On October 30th, Han Fangbao, Director of the Foreign Affairs Office of Qiqihar City, led a research team to visit Shenyang and had work exchanges with the Shenyang Foreign Affairs Office. Both sides had in-depth discussion on building an upgraded version of "Foreign Affairs+" and "International Shenyang", launching a series of "Hello Shenyang" global promotion activities, serving enterprises to "go global", carrying out exchanges with  foreign embassies and consulates, expanding international sister cities, deepening exchanges and cooperation with Europe, America, Japan, South Korea, Russia, Germany, RCEP member countries, and team building of foreign affairs cadres.

Ye Hang, Deputy Director of Shenyang Foreign Affairs Office, first gave an overall introduction of Shenyang Foreign Affairs Office and the gratifying achievements made in foreign affairs work in recent years in Shenyang. He stated that the Foreign Affairs Office of Shenyang has anchored the overall goal of building an international center city in Northeast Asia, continuously strengthened its awareness of opening up and being a frontier, adhered to the principles of "Foundation Consolidation, Innovative Breakthroughs and Capacity Enhancement", and focused on optimizing the open environment, strengthening the open platform, providing good foreign-related services, and attracting large amounts of business and investment. Effort has been made to create an upgraded version of "foreign affairs+" and "international Shenyang", and contribute foreign affairs strength to Shenyang's role as a "pioneer" of Liaoning in building a hub for open cooperation in Northeast Asia.

Chen Shuangwei, Director of the Foreign Affairs Office of Shenyang, stated that Qiqihar is an important gateway connecting countries such as Russia and Mongolia, with obvious geographical advantages and huge development potential. It has much foreign affairs resources to share with Shenyang. The foreign affairs offices of the two cities can strengthen cooperation in four aspects: building a resource sharing platform, a mutual learning platform, a two-way talent exchange platform, and a deep consultation and cooperation platform, to complement each other's  advantages and achieve win-win development, and jointly write a new chapter in local foreign affairs cooperation.

Han Fangbao stated that the Shenyang Foreign Affairs Office's practice to build an upgraded version of "Foreign Affairs+" and "International Shenyang", and thefruitful results in optimizing the open environment, strengthening the open platform, providing good foreign-related services, and expanding investment attraction is worth learning. The foreign affairs departments of the two cities have broad cooperation space in jointly building a platform for foreign exchange and cooperation, and sharing foreign affairs resources and channels. It is the hope to enhance cooperation and interconnection, establish a normal exchange mechanism, and work together to inject new impetus into the high-quality development of local economy and society.

The research team also visited the Sino-German Industrial Park and the Sino-Japanese Industrial Park, gaining a detailed understanding of the park's planning layout, industrial positioning, and enterprise settlement. The outstanding achievements of these industrial parks in promoting international cooperation and industrial upgrading have left a deep impression on the research team and provided valuable experience for reference.
