In order to deeply study and implement the spirit of General Secretary Xi Jinping's important speeches and instructions on foreign affairs work, and further enhance the political capabilities, work planning abilities, foreign exchange skills, public diplomacy capabilities, and innovative and creative abilities of the city's foreign affairs personnel, as well as to build a strong and capable team of foreign affairs officials, from October 30 to November 1, the Organization Department of the CPC Shenyang Municipal Committee and the Foreign Affairs Office of Shenyang Municipal Government jointly organized a training program at the School of Continuing Education of Northeastern University. More than 70 participants attended, including leaders responsible for foreign affairs in municipal departments, districts, county-level cities, state-owned enterprises, and universities, as well as key personnel involved in international exchanges and cooperation.
At the opening ceremony, Chen Shuangwei, Director of the Foreign Affairs Office of the Municipal Government, delivered the first political lesson. He elaborated on the basic positioning of local foreign affairs work and the current challenges it faces. He systematically reviewed the achievements and shortcomings of the city's foreign affairs work this year and set out clear requirements for future efforts. He called on all foreign affairs personnel in the city to strengthen their confidence, take on responsibilities, and live up to their mission, striving to make greater contributions to the grand practice of promoting the revitalization of Shenyang and building the "Six New Positioning" of Liaoning in the new era.
The training program was carried out with a combination of "thematic lectures, on-site visits, group discussions, and exams and evaluations." Renowned experts and scholars, including Professor Qu Bo, Director of the Institute of International Relations of China Foreign Affairs University, and Professor Ling Shengli, Vice Director of the Institute, provided specialized guidance on topics such as the community with ashared future for mankind, the international situation, China-US relations, the Belt and Road Initiative, and public opinion management and media responses. Through engaging policy explanations, insightful case studies, and valuable practical experiences, the experts helped foreign affairs personnel in Shenyang gain a deeper understanding of Xi Jinping Thought on Diplomacy, recognize the complex international and domestic situation in the context of unprecedented global changes, and further strengthen their sense of responsibility and mission in advancing foreign affairs work.
During the training, participants visited the Sino-German International Street, HuZ International School, and Shenyang International Pump Track Park for on-site research and learning, gaining firsthand insights into the development of "International Shenyang." They focused on the topic "How to Promote Shenyang's Internationalization" through group discussions, collectively sharing perspectives, identifying gaps, exploring strategies, and discussing future directions. Participants expressed that the training was extremely valuable, and they would transform their learning and insights into both the spiritual drive and practical actions needed to promote the city’s high-level opening-up. They are committed to shouldering their responsibilities and demonstrating leadership in advancing the comprehensive revitalization of Shenyang.
This training program is a practical measure implemented by the Foreign Affairs Office to reinforce the "Foreign Affairs +" strategy and promote the development of an "International Shenyang." It further enhanced the ability and capacity of the city's foreign affairs personnel to conduct international exchanges, address foreign-related risks and challenges, and improve local foreign affairs work. It lays a solid foundation of high-quality talents for advancing Shenyang's high-level opening-up and high-quality development.
