In October last year, the State Council approved the Territorial and Spatial Master Plan of Shenyang (2021-2035), which clearly stated that Shenyang is the capital of Liaoning Province, an international central city in Northeast Asia, a national historical and cultural city, and an international comprehensive transportation hub city. With the continuous acceleration of internationalization process in Shenyang, modern international community development has gradually become a powerful measure for the city to improve the opening up environment and enhance its influence. Caixia Community in Hunnan District was established in March 2013, covering an area of 0.5 square kilometers with a permanent population of about 16,000, including nearly 400 foreign residents from more than 20 countries such as the Republic of Korea, Japan, and the United Kingdom. Since the very beginning, the construction of inclusive and equal community services with an open concept has been enhanced, promoting the interaction of Chinese and foreign residents, cultural exchange, and advancing a new pattern of co-construction, co-governance, and shared benefits.

Caixia Community adheres to the guidance of Party building, focuses on the harmonious neighborhood development, takes demand oriented approach, relies on the community's own advantages, takes culture as the medium and puts service as the priority. It constantly propels international community development through its fourfold ethos: meticulous craftsmanship, thoughtful care, heartwarming services, and united collaboration. First, strengthen volunteer forces. Actively encourage and recruit foreign residents to participate in community activities and volunteer services. The community currently has 10 foreign volunteers who have widely participated in over 100 events such as teaching in summer fun classes, maintaining order during activities, and legal awareness campaigns. They have become an indispensable part in the volunteer service of Caixia Community. Second, promote cultural exchange. Caixia Community takes "neighborhood integration" as the main line, regularly organizing cultural exchange activities for foreign residents and inviting foreign friends to offer fun English courses for local teenagers during summer. It has successively held 15 International Youth Cultural Exchange Events under the theme "Promoting Foreign Exchanges and Showcasing Youthful Vitality" and over 20 weekend markets, fostering a unique international community atmosphere. Third, build a communication platform. Caixia Community has established a meeting platform for foreign residents to participate in the co-construction, co-governance, and shared benefits of the community, and regularly invited foreign residents to meet with relvevant departments to enhance community construction and management. many of the existing community workers in Caixia Community are proficient in Korean and English, and can communicate with foreign residents without barriers, which greatly facilitates the effective services. Fourth, showcase international charm. Adhering to the principles of "openness, inclusiveness, interaction, and shared experiences," Caixia Community creates homecoming warmth for expatriate residents through "Our Festivals" cultural series, during which international neighbors are invited to engage in traditional practices such as lantern riddle guessing and spring couplet calligraphy. These curated multicultural encounters bridge cultural divides through culinary diplomacy and folkloric immersion, fostering organic cultural exchanges and social integration.

This year, the Foreign Affairs Office of Hunnan District will continue to uphold the concept of opening up and inclusiveness, harmony and integration, continue to promote the construction of international communities, strengthen administrative services, deepen international cultural exchanges and cooperation, and strive to create an international community with an global perspective, highlighting the characteristics of Shenyang, and follow international standards.
