On May 15, on the occasion of the 19th“5·15 Government Affairs Publicity Day”in Shenyang, the Foreign Affairs Office of Shenyang Municipal People’s Government jointly carried out the “Foreign Affairs Services to Communities”activity with Caixia Community of Hunnan District. The activity aimed to build an interactive platform for “foreign affairs benefiting the people”, delivering lectures on legal knowledge related to the Civil Code, explaining procedures for handling foreign-related services, and providing consular protection awareness to community residents. The initiative offered convenient and practical foreign affairs services, receiving unanimous welcome and praise from residents.

Lawyer Tian Linlin from Liaoning Shengyang Law Firm was invited to provide an in-depth and vivid interpretation of the Civil Code through lively language and real-life cases. She delivered a practical legal knowledge lecture for community residents and answered their legal inquiries. Deputy General Manager Liu Hongbo of the One-Stop Comprehensive Service Platform for Entry-Exit Personnel in Shenyang Area of China (Liaoning) Pilot Free Trade Zone, demonstrated on-site how to handle entry-exit procedures for mainland residents, visa applications for foreigners coming to China, and other foreign-related services through online platforms. The residents commented, “It's of extreme convenience to complete entry-exit procedures without leaving home!”
At the event venue, display boards on consular protection knowledge and Shenyang's international friendship cities were also set up. Community residents stated that through the activity, they had learned legal knowledge and common sense about the consular protection, understood the procedures for handling foreign-related services such as entry-exit, and gained a deeper understanding of the “circle of friends”of Shenyang’s international friendship cities, finding the event highly practical and rewarding.
In recent years, the Foreign Affairs Office of Shenyang Municipal People’s Government has deeply implemented the philosophy of “foreign affairs for the people,” continuously carrying out a series of activities for foreign affairs services to “enter campuses, communities, and enterprises”. By accurately addressing public needs and innovating service measures, the residents' awareness of the rule of law and their capabilities in overseas risk prevention and emergency response through diverse publicity campaigns on legal knowledge and consular protection has been strengthened. These efforts have effectively enhanced people's sense of gain, happiness, and security.
Founded in March 2013, Caixia Community of Hunnan District covers an area of 0.5 square kilometers with a permanent population of approximately 16,000 residents, including nearly 400 foreign residents from over 20 countries such as South Korea, Japan, and the United Kingdom. Since its establishment, the community has adhered to an open philosophy, strengthening the universal and equal construction of community services, promoting the integration and cultural exchange between the Chinese and foreign residents, advancing a new pattern of joint construction, co-governance, and shared benefits, and striving to build a modern international community.
