Under the strategic guidance of the two heads of state, China-Russia subnational cooperation has been advancing with wider scope and higher quality. As the capital of Liaoning Province and an international central city in Northeast Asia, Shenyang has always adhered to expanding "opening up to the north" policy and continuously deepened friendly exchanges and cooperation with Russia in multiple fields.
