On July 19th, a meeting of the City's FAO directors was held to convey the spirit of the second meeting of the 13th Provincial Committee of the Communist Party of China on Foreign Affairs, the spirit of the provincial meeting of foreign affairs directors, and the spirit of the 6th meeting of the Municipal Committee of the Communist Party of China on Foreign Affairs. The meeting summarized and reviewed the situation of foreign affairs work in the city in the first half of 2023, comprehensively analyzed the current situation and opportunities, assigned and arranged key jobs for the second half of the year. Mr. Chen Shuangwei, Secretary of the CPC Party Group, and Director of the Municipal Government's Foreign Affairs Office, attended and addressed the meeting. 

The meeting pointed out that in the first half of 2023, the FAOs of the city,  adhering to Xi Jinping’s Thoughts on Socialism with Chinese characters for New Era, guilded by Xi Jinping’s Thoughts on Diplomacy, regarding the studying, publicizing and implementing the spirit of the 20th CPC National Congress as the main line, in accordance with the deployment of the fifth Municipal Foreign Affairs Committee meeting, adhering to the centralized and unified leadership of the Party on foreign affairs work, adhering to the overall development and security of the two major issues, anchoring the overall goal of accelerating the construction of a national central city, actively promoted the construction of an international central city in Northeast Asia and a new highland for opening up to the outside world in Northeast Asia, deeply implemented the relevant requirements of the municipal party committee and government to strengthen "foreign affairs+" and created an "international Shenyang", solidly promoted foreign exchanges and cooperation, comprehensively improved foreign affairs management services, and created a new situation in Shenyang's foreign affairs work, having contributed foreign affairs strength to vigorously promoting the comprehensive revitalization of Shenyang, and achieved new breakthroughs in all aspects.

The meeting stressed that the first year of the battle of three-year action of comprehensively revitalizing the new breakthrough has come to the halfway point. The foreign affairs system should always maintain the momentum and courage of the sprint, anchor the goal of accelerating the construction of National central city and building an international central city in Northeast Asia, sound the "bugle", press the "fast forward key", and run out of the acceleration, compete for new achievements, achieve in "doing", and make breakthroughs in "doing", in order to contribute to the victory of the first battle of the three-year comprehensive revitalization and new breakthroughs in Shenyang. It is a must to adhere to the centralized and unified leadership of the Party's foreign affairs work, and strengthen the operational efficiency of the foreign affairs system and mechanism; to solidly promote theme education and effectively transform the achievements of theme education into a strong driving force for promoting Shenyang's opening up to the outside world; to focus on the "three-year action" and enhance the level of opening up and cooperation with the outside world; to strengthen bottom line thinking and enhance the comprehensive management ability of foreign security; to strengthen system construction and improve the comprehensive quality of the foreign affairs cadre team. 

The meeting required to deeply implement Xi Jinping's Thoughts on Diplomacy, to make efforts on the strengthening of political guidance, effectively strengthen the comprehensive leadership of the Party, make efforts to improve governance capabilities; actively leverage our geographical advantages and make efforts to innovate proactively; work collaboratively throughout the city, with a sense of "competition", a posture of "competition", a spirit of "competition", and a style of "practicality", to be the executors, activists, and doers of promoting high-level opening up and achieving high-quality development in Shenyang, and to work hard to promote the comprehensive revitalization and all-round revitalization of Shenyang to achieve new breakthroughs, and work together to create a new situation in Shenyang's foreign affairs work.
