In order to fully showcase the winter scenery of "Ice and Snow+Lantern Festival, Qipan Mountain Scenic Spot in Northeast China", one of the top ten must visit destinations in Shenyang, and to convey the beautiful business card of "One can enjoy all the joy in the world in Shenyang" to the world, on January 27th, the Foreign Affairs Office of the Liaoning Provincial Government, the Foreign Affairs Office of the Shenyang Municipal Government, and the Hunnan District jointly organized the "Hello Shenyang, Vast Sky and Peaceful Landscape of Liaoning Province" Consulate General in Shenyang and foreign nationals to enter the ice and snow world of Qipan Mountain in Hunnan. 

Officials of Consulate General of relevant countries in Shenyang, person in charge of foreign institutions and foreign-funded enterprises in Shenyang including, Emmanuel LORIOT, Consul General of the French Consulate General in Shenyang, HAMADA TAKASHI, Consul General of Japanese Consulate General in Shenyang, Eric Kaiserseder, Chairman of European Chamber Shenyang Chapter and general manager of Conrad Shenyang, Li Yanbing, General manager of Michelin Shenyang as well as 100 foreign students from Northeastern University, Liaoning University, Shenyang Normal University, Liaoning University of Traditional Chinese Medicine, and Shenyang  Aerospace University participated in the event.

The events of "Hello Shenyang, Vast Sky and peaceful landscape of Liaoning Province" shenyang's consular officials and foreign nationals enjoying districts, counties, (county level cities)  are specific actions taken by the provincial and municipal foreign affairs offices to implement the work deployment of the provincial and municipal party committees, actively carry out the "Warm Sunshine in Snowy Winter-2024 Shenyang Culture, Sports and Tourism Serial Activities for the Chinese New Year", and build a high-quality demonstration area for the integrated development of sports and tourism in Liaoning. They are concrete measures to actively serve foreign nationals in Liaoning and Shenyang and continuously optimize the foreign-related service environment, They also assist Qipan Mountain in creating a national level tourist resort, promotes Hunnan District in creating the first comprehensive strength zone in Northeast China, and contribute foreign affairs strengths to Shenyang City in building a national center city and an international center city in Northeast Asia, and Liaoning Province in the development of an open cooperation hub in Northeast Asia.

The event invites foreign consuls and officials in Shenyang, leaders of foreign institutions and foreign-funded enterprises, and foreign students to enjoy the Hunnan Qipan Mountain Ice and Snow World and the Guandong Movie Town Spring Festival Lantern Festival. They enjoy playing with ice and snow during the day, enjoy watching lanterns and exploring folk customs at night, experience the development of cultural tourism and night economy in Liaoning and Shenyang, and promote the shining ice and snow cultural events in the north. In the Ice and Snow World of Qipan Mountain, they experience the endless fun of playing ice and snow such as playing skating cart, spinning top, playing high speed snow tubing... At the Guandong Movie Town Lantern Festival for Spring Festival, they experience the "largest and most numerous" Lantern Festival so far,  watch the auspicious dragon and phoenix flying performance, enjoy the flash play of drama, dance and song, listen to the past events in Shenyang, and experience the splendor of Liaoning.

Consular officials, heads of foreign institutions, foreign-funded enterprises, and foreign students all expressed their pleasure to come to Hunnan to enjoy the ice and snow, lanterns, delicious food, and folk customs, which provides them an opportunity to experience the unique ice and snow scenery, cultural landscape, northeast folk  customs, and warm and thoughtful service of Liaoning Province and Shenyang City. Thanks to the provincial and municipal foreign affairs offices for their efforts in creating a first-class international business environment, which has allowed us to discover more of the beauty of Shenyang and feel more of the goodness of Liaoning. In the future, we will promote Liaoning Province and Shenyang City to more domestic and foreign friends, promote winter tourism resources in Liaoning, and actively promote exchanges and cooperation between our country and Liaoning Province and Shenyang City in various fields such as cultural, sports, and tourism.
