Recently, the Overall Plan on the Territorial Space of Shenyang (2021—2035) was approved by the State Council. On the basis of being the capital of Liaoning Province and a national historical and cultural city, the country has endowed Shenyang with new city statuses as an international central city in Northeast Asia and an international comprehensive transportation hub city.

In particular, "international central city in Northeast Asia" is the first time in the history of various versions of the Overall Plan on the Territorial Space of Shenyang that the city has been granted a city status with an international orientation. This is a new task entrusted to Shenyang by the country and is of great significance.

Shenyang is an important node in China connecting the Eurasian Continental Bridge and a strategic frontier in the direction of Northeast Asia. In terms of building an international central city in Northeast Asia, Shenyang has unique geographical advantages.

In terms of building an international central city in Northeast Asia, the plan focuses on advancing Shenyang's deep integration into the Belt and Road Initiative to implement the contents below: enhancing coordination with national major strategies and regional development strategies; improving urban function structure and spatial layout; coordinating industrial layout, comprehensive transportation, facility allocation and land use; ensuring the development space of Hunnan Science and Technology City, Shenyang Airport Economic Zone, Shenyang Comprehensive Bonded Area, Shenyang Area of China (Liaoning) Pilot Free Trade Zone, China Railway Express (Shenyang) Hub and China-Germany Equipment Manufacturing Industrial Park in Shenyang; enhancing the agglomeration capacity in international cultural exchanges, snow sports, new economic innovation and health industries; and improving international competitiveness in trade, finance and exhibition industries.

The plan enhances coordination with national major strategies and regional development strategies, and plans and builds airport economic zones and other open-up platforms facing the Northeast Asian region with high starting points, ensuring adequate space for international cultural exchanges.

In addition, it strengthens the construction of the channels covering the land, the sea, the sky and the Internet, and enhances the connectivity of major international thoroughfares and regional transportation networks.

By improving the infrastructure system and policy innovation system, it achieves "hard connectivity" of infrastructure and "soft connectivity" of rules and standards, and accelerates the development of corridor economies and hub economies.
