The First TIR Logistics Hub Accredited by the International Road Transport Union in Northeast China Settles in Liaozhong District of Shenyang

On December 27th, the awardingceremony of Shenyang TIR Logistics Hubwas held in Liaozhong District. This is the fourth TIR (Transport International Router) logistics hub accredited by the International Road Transport Union (IRU) in China and the first one in Northeast China. It marks that Shenyang, as an international central city in Northeast Asiaand an international comprehensive transportation hub, has added a new open channel and taken a solid step in expanding the "fourth logistics channel".

It is understood that the International Road Transport Union (IRU) was established in Geneva, Switzerland in 1948. As an international organization in the road transportation industry, IRU has members and carries out activities in approximately 80 countries worldwide. IRU continues to play a platform role as an international organization and industry association in China, committed to building a cross-border transportation industry ecosystem and cultivating and strengthening China's cross-border road transportation industry. At the same time, IRU fully utilizes the United Nations TIR Convention, actively develops cross-border road transport and multimodal transport, collaborates with domestic and foreign parties to create direct road transport connecting Eurasia, and steadily promotes the large-scale development of the "fourth logistics channel".

The TIR system is the only global cross-border freight customs clearance system, and the United Nations authorizes IRU to manage the TIR system globally. At present, TIR system has 78 contracting parties and more than 30,000 qualified TIR enterprises in the world, covering most countries along the "the Belt and Road". China formally joined the TIR Convention in 2016 and fully implemented TIR in June 2019. At present, it has been directly connected to more than 30 countries in Asia and Europe from China, injecting new impetus into improving the connectivity of the "the Belt and Road" and enhancing the resilience of the international supply chain. Compared to traditional road transportation, TIR transportation requires no vehicle changesor freight unloading throughout the entire process, enabling "one vehicle to the destination" and achieving "door-to-door" and "point-to-point" transportation, which can help save up to 80% of transportation time and 38% of costs. The current demand for TIR transportation by foreign trade enterprises is rapidly increasing. And TIR cross-border transportation is the preferred option especially for dangerous goods such as lithium batteries that cannot be transported by railway, sea, or air, fresh fruits, frozen goods, vaccines and other goods that require cold chain transportation and have time requirements, as well as high-value specialty goods such as oversized equipment and household appliances.

In recent years, Liaozhong District has deeply studied and implemented the spirit of the important speeches and instructions on the comprehensive revitalization of Northeast China and Liaoning by General Secretary Xi Jinping, actively integrated into and served the development strategy of Shenyang to build an international central city in Northeast Asia and an international comprehensive transportation hub. Relying on the Liaozhong Zone of Shenyang Comprehensive Bonded Zone and Shenyang manufacturing service-oriented logistics hub, Liaozhong District has fully released the advantages of being the important hub node of the Northeast Sea Land Corridor, actively expanded international logistics channels, and made every effort to build Shenyang TIR Logistics Hub. It has built a container yard of 65,000 square meters, a bonded warehouse and cold storage of 120,000 square meters, a parking lot of 10,000square meters, a comprehensive office &service building of 4,100 square meters, and a service center for drivers to have a rest of 20,000 square meters, with complete infrastructure and a professional operation team. The customs supervision workplace of 8,000 square meters has been put into use. Since the completion of the first TIR vehicle test from Liaozhong District to Moscow in July 2024, a total of 17 TIR services have been sent with a value of 20 million yuan.

With the opening and operation of Shenyang TIR Logistic Hub, it will further enhance the comprehensive carrying capacity and competitiveness of cross-border logistics in Liaozhong District, Shenyang City and Liaoning Province, better connect the logistics networks of countries along the "the Belt and Road", attract more international transport vehicles to assemble and group goods, further enhance Shenyang's position in the international industrial chain and supply chain, drive rapid industrial agglomeration with the great development of logistics, help Liaozhong District move from hinterland to the forefront of opening up, become an important participant and beneficiary of international economic and trade cooperation, continue to inject new momentum into the construction of China-Russia economic and trade cooperation industrial park, and lay a solid foundation for sustained regional economic growth.

Liaozhong District will adopt a more open attitude and practical measures to continuously strengthen infrastructure construction and enhance public supporting service functions of the comprehensive bonded zone and offshore stations, fully promote the development and growth of the logistic hub, cultivate new advantages in international road transportation, achieve seamless integration of road and rail transportation, and accelerate the formation of an international trade and logistics distribution center based on the local platform and resources, serving Shenyangas well as Liaoning, and radiating to Northeast Asia. Actively creating an international, law-based, and convenient business environment, attracting people, vehicles, and goods from domestic and international road transportation industry to gather in Liaozhong, promoting cross-border trade facilitation and diversification of cross-border logistics transportation modes, providing high-quality services for settled enterprises in all aspects and processes, Liaozhong will make its contributions in creating a new business card of "international Shenyang".
