Tuv Province is located in the central part of Mongolia, with a superior geographical location, abundant natural resources, and developed industries such as agriculture, animal husbandry, textiles, mining and processing. Tumurchudur and his delegation came to Shenyang this time to conduct inspections and negotiations on deepening cooperation in the fields of environmental protection, energy, agriculture and animal husbandry.

Lyu Zhicheng welcomed Governor Tumurchudur's visit to Shenyang and briefly introduced the economic and social development of Shenyang. He said that Shenyang is the capital of Liaoning Province, an international center city of Northeast Asia, a national historical and cultural city, and an international comprehensive transportation hub city. It has unique advantages in opening up to the outside world, especially in terms of "opening up to the north". At present, Shenyang is deeply implementing the spirit of the important speeches and instructions of President Xi Jinping. According to the deployment of the CPC Liaoning Provincial Committee and government, Shenyang deeply integrates into the joint construction of the the Belt and Road Initiative, deeply participates in the construction of the China-Mongolia-Russia Economic Corridor, and strives to build a new frontier of opening up. Tuv Province is one of the political and economic hubs of Mongolia, complementing Shenyang's resource advantages and aligning with its development strategy.
