为及时做好在沈外籍人士的安抚纾解、排忧解难工作，我办于1月28日发布《致在沈外籍人士的倡议书》，开通24小时咨询热线，回应了许多外籍人士的关切。我们汇总了来电咨询的有关问题，希望能为更多有同样需求的外籍人士提供帮助。

1. 沈阳张士开发区郑女士代表日本企业问：日本人从东京到沈阳后，需要在家隔离吗？隔离多少天？

答:根据《沈阳市关于进一步加强外地返沈人员新型冠状病毒感染的肺炎疫情防控工作的通告》（第3号）要求，建议自行居家隔离14天。

2. “Field Education”教育机构外籍员工Luyten Brand先生问：疫情期间隔离在家不能上班的员工，雇主会全额正常支付薪酬吗？沈阳市的开学日期确定了吗？

答：根据省人社厅通知，疫情属于劳动法中不可抗拒的因素，如员工因为被隔离而无法上班，企业应按正常出勤支付其在隔离期间的工资。根据《辽宁省人民政府办公厅关于延迟企业复工和学校开学的通知》（辽政办明电〔2020〕6号），全市各级各类学校（高校、中小学、中职学校、幼儿园、托儿所等）延期至2月17日之后开学。

3. 非洲喀麦隆留学生Gebok Awazi Edi问：沈阳市是否有免费检测新型冠状病毒的地点？

答：如果有发热、咳嗽等不适症状，请第一时间到就近的发热门诊就诊，医生会根据具体情况做相应的诊疗，配合医生即可。目前，我市对新型冠状病毒感染的肺炎患者实施免费治疗，但没有对健康人实施免费检测的服务。

4. 伊朗籍医大留学生Mila问：其护照在伊朗驻华大使馆，欲购买火车票赴京返回伊朗。没有护照是否能购买火车票？护照复印件是否可以购买火车票？学生证是否可以购票？

答：按照中国铁路部门规定，购票、乘车都必须要持有效身份证件。建议请伊朗驻华大使馆将证件邮寄回沈，再购票乘车。护照复印件和学生证不可以用来购票。

—— FAO of municipal government actively responds to the concerns of foreigners in Shenyang

In order to placate foreigners in Shenyang and solve their problems in time, our office released A Proposal to Foreigners in Shenyang on January 28, and opened a 24-hour hotline to respond to many urgent concerns of foreigners. In order to make the foreigners in Shenyang understand, participate in and jointly prevent and control the epidemic, we have selected some questions and answers off our telephone consultations, hoping to help more foreigners with the same concerns.

1.Question from Ms. Zheng on behalf of a Japanese company in Zhangshi Development Zone: Do Japanese citizens need to be isolated at home after coming back to Shenyang from Tokyo? How long should the isolation period be?

Answer: Please follow The Notice of Shenyang Municipality on Further Strengthening the Prevention and Control of 2019-nCoV Pneumonia Among the Returning Migrant Population Ⅲ. It suggests 14 days’ isolation at home.

2. Mr. Luyten Brand, a foreign employee of the "field education" educational institute, asked: during the epidemic period, will the employer pay full amount of salary normally if an employee is isolated at home and unable to work? Has the opening date of schools in Shenyang been determined?

Answer: According to the notice issued by the provincial Department of Human Resources and Social Security, epidemic is an irresistible factor in the labor law. If an employee is unable to work because of isolation, the enterprise should pay the salary during the isolation period as normal attendance. According to the Notice of the General Office of the People's Government of Liaoning Province on Postponing the Resumption of Work of Enterprises and the Opening of Schools (lSBMD [2020] No. 6), all kinds of schools (colleges and universities, primary and secondary schools, secondary vocational schools, kindergartens, nurseries, etc.) in the city should postpone their starting dates until after February 17.  

3. Question from Gebok Awazi Edi, an international student from Cameroon: Is there any place which provides free novel coronavirus test in Shenyang?

Answer: Please seek medical attention at nearby fever clinics in case of symptoms including fever, cough, etc. and the doctor will make a diagnosis and give treatment according to specific conditions. Please cooperate with the doctor in such cases. Free treatment has been offered to patient suffered from novel coronavirus-caused pneumonia in Shenyang, but no free test is provided to healthy people.

4. Questions from Mila, an Iranian student from China Medical University: My passport is in the Iranian Embassy in Beijing and I want to buy a train ticket to Beijing to fly back to Iran. Can I buy a train ticket without a passport? Can I buy a train ticket with student ID or a copy of my passport?

Answer: According to the regulation of Chinese railway system, a valid ID is the requisite for train tickets purchase and train travel. It is recommended you ask the Iranian Embassy in Beijing to mail the passport to you before train ticket purchase and train travel. Student ID or copy of passport cannot be used to purchase train tickets.
