10月10日，市政府外办与俄罗斯驻沈阳总领事馆赴辽中区实地考察调研。市政府外办主任陈双伟、俄罗斯驻沈总领事谢尔盖·契尔年科与辽中区委区政府进行座谈，了解综保区近海园区等园区建设情况，就共同推动筹建“中俄（沈阳）经贸合作产业园”进行了充分交流。

辽中区委书记温向伟介绍，辽中区开放功能完善、平台载体丰富、跨境物流通畅，对俄合作空间广阔，目前正在依托沈阳近海经济区和沈阳综合保税区近海园区，推进“中俄（沈阳）经贸合作产业园”建设。希望在市政府外办和俄罗斯驻沈总领事馆的大力支持下，双方共同携手，共建平台载体、共享资源优势、拓展合作空间，将园区打造成为辽宁对俄贸易和物流的核心枢纽，“一带一路”合作的典范区，沈阳对外开放的新高地。

谢尔盖·契尔年科表示，俄中合作优势众多，发展前景广阔，潜力巨大，愿充分发挥桥梁纽带作用，以高质量建设“中俄（沈阳）经贸合作产业园”为抓手，不断拓展沈阳与俄罗斯在经贸、科技、人文等多领域的务实合作。俄领馆将竭尽全力，为推动俄中新时代全面战略协作伙伴关系高水平发展做出应有贡献。

陈双伟表示，沈阳市委、市政府高度重视对俄交流合作，希望能够与俄领馆携手并肩，持续巩固中俄传统友谊，加强经贸合作，推动高质量发展。市政府外办将充分发挥在资源、渠道、信息、平台等方面的优势，支持辽中区高质量推进“中俄（沈阳）经贸合作产业园”建设，争取更多优质企业和投资机构与园区开展项目对接与合作，为沈阳建设国家中心城市，打造东北亚对外开放新高地贡献外事力量。

Shenyang Foreign Affairs Office Works Together with Russian Consulate-General in Shenyang to Support Liaozhong District in Developing China-Russia (Shenyang) Economic and Trade Cooperation Industrial Park

The Foreign Affairs Office of Shenyang Municipal Government and Russian Consulate-General in Shenyang conducted a field visit to Liaozhong District on October 10. Director-General Chen Shuangwei of Shenyang Foreign Affairs Office and Russian Consul-General Sergey Chernenko met with leaders of the CPC Liaozhong District Committee and Liaozhong District Government, and were briefed on the development of industrial zones including Jinhai Zone of Shenyang Comprehensive Bonded Zone. Views were exchanged on jointly facilitating construction of China-Russia (Shenyang) Economic and Trade Cooperation Industrial Park. 

Speaking on strengths of Liaozhong District, Wen Xiangwei, Secretary of the CPC Liaozhong District Committee pointed out that Liaozhong District has developed a full range of mechanisms for opening-up with abundant platforms and smooth cross-border logistics, and there is huge potential to be tapped in cooperating with Russia. Based on Shenyang Jinhai Economic Zone and Jinhai Zone of Shenyang Comprehensive Bonded Zone, the District is making great efforts to build China-Russia (Shenyang) Economic and Trade Cooperation Industrial Park. It is hoped that with the strong support of Shenyang Foreign Affairs Office and Russian Consulate-General in Shenyang, the two sides can work together on building platforms, sharing resources and strengths, tapping cooperation potential, and building the industrial park into a core hub of trade and logistics between Liaoning and Russia, a good example of the Belt and Road cooperation, and a new pacesetter of opening-up of Shenyang.

Sergey Chernenko pointed out the enormous advantages, bright prospects and much potential in cooperation between China and Russia. The Russian Consulate is willing to serve as a bridge between the two sides and looking forward to expanding practical cooperation between Shenyang and Russia in areas such as economy and trade, science and technology and culture by facilitating high-quality construction of China-Russia (Shenyang) Economic and Trade Cooperation Industrial Park. The Consulate will do its utmost to promote high-level development of the China-Russia comprehensive strategic partnership of coordination for a new era.

Chen Shuangwei noted that the CPC Shenyang Municipal Committee and Shenyang Municipal Government attach great importance to exchanges and cooperation with Russia and expressed hope for joint efforts between Shenyang Foreign Affairs Office and the Russian Consulate-General in Shenyang to consistently enhance traditional friendship between China and Russia, strengthen economic cooperation , and promote high quality development. Shenyang Foreign Affairs Office will give full play to its unique strengths in resources, channels, information and platforms to support Liaozhong District in developing China-Russia (Shenyang) Economic and Trade Cooperation Industrial Park at a high level, introduce more quality enterprises and investment institutions to the Park for project matchmaking and cooperation and make further endeavors in building Shenyang into a national central city of China and exploring new horizons of opening-up.
