On July 21st, Chen Shuangwei, Director of Foreign Affairs Office of Shenyang Municipal Government, led a working group to Shenyang Jianzhu University for a discussion and signed the framework agreement on strategic cooperation. Both sides conducted in-depth exchanges on further enhancing cooperation of "Foreign Affairs Plus Education" resources, building a platform for cultivating foreign-related talents, and jointly promoting the construction of Shenyang as an international central city in Northeast Asia. Guo Changyi, Secretary of the CPC Shenyang Jianzhu University Committee, and Yan Wenfu, the President, attended the event.

Guo Changyi stated that Shenyang Jianzhu University is a province-ministry co-constructed university with distinct red genes, strong educational capacity and outstanding social contributions. At present, it has established intercollegiate exchange and cooperation relationships with more than 70 universities in over 40 countries and regions, including the United States, the United Kingdom, Australia, Japan, and Germany. It actively promotes Sino-foreign cooperative education programs, jointly established China-New Zealand International Engineering Institute with Ara Institute of Canterbury, New Zealand, and solidly promotes the construction of Confucius Institute at Transilvania University of Brasov, Romania.

Chen Shuangwei stated that Shenyang Foreign Affairs Office has a high-quality cadre team that is young, professional and international. In recent years, Shenyang Foreign Affairs Office has made every effort to build a benchmark city for the development of international friendship cities, continuously optimizing the layout of international friendship cities. Our international friendship cities have covered 107 cities in 48 countries. In July of this year, the 2025 SCO Forum on People-to-People Friendship and the forum on Friendship Cities was successfully held in Shenyang. It is the largest international conference hosted by Shenyang in recent years, distinguished by the widest country participation, the greatest scale and the highest-level attendance on record. It has robustly contributed to China’s overall diplomatic endeavors, expanded subnational cooperation between Shenyang and SCO countries and elevated the construction of Shenyang as an international central city in Northeast Asia to a new level. In addition, the "Hello Shenyang" Global Promotion Events have been successfully held in world-renowned cities such as Tokyo, Seoul, Paris, Sydney, Munich, etc., covering nearly 3 billion people in more than 20 countries and regions. The city IP of "Hello, Shenyang" has been widely promoted, significantly enhancing the Shenyang’s international reputation and influence.

Both sides agreed to further leverage the resource and channel advantages of Foreign Affairs Office and the talent and intelligence advantages of the university, strengthen exchanges and cooperation in the following four aspects, and jointly create a new model of universities and local government cooperation. First, deepen the cooperation of "Foreign Affairs Plus Education" resources. Both parties will utilize the resources of international friendship cities, strengthen the cooperation with countries along "the Belt and Road", jointly organize international youth exchange summer camp and other foreign-related activities, and boost the construction of Shenyang as an international central city in Northeast Asia.  Second, build a platform for cultivating foreign-related talents. Both parties will jointly establish a practical training base, providing an internationalized social practice platform for college students, and jointly cultivate versatile talents with international perspectives, professional qualities, and practical abilities. Third, strengthen the two-way exchange of talents. Shenyang Foreign Affairs Office will select outstanding foreign affairs officials to conduct foreign-related practical training for staff and students majoring in foreign languages at Shenyang Jianzhu University. And Shenyang Jianzhu University will select leading teachers to conduct professional knowledge training on architectural design-related subjects for the officials of Shenyang Foreign Affairs Office. Fourth, enhance collaborative learning and development in Party building. Both parties will uild a platform for sharing resources, complementing advantages, promoting and improving together, to promote deep integration of Party building and profession, and to serve and support high-level opening-up and high-quality development.
