Remarkable Achievements Made in the International Communities Development in Shenyang

Since 2024, Shenyang has steadfastly promoted the development of international communities, focused on channeling foreign-related service resources downward, and improved quality and efficiency. Among them, the development of four international communities, namely Caixia Community in Hunnan District, New World Garden III Community in Heping District, Sino-German International Community in Tiexi District, and Jianyuan Community in Shenhe District, have achieved remarkable results, serving as important windows to showcase Shenyang’s international business environment.

Caixia Community: Promoting the Integration and Co governance of Chinese and Foreign Residents through the "Four Hearts" Service

The permanent population of Caixia Community is about 16000, including nearly 400 foreign residents from more than 20 countries such as ROK, India, Russia, and the UK. The community adheres to the leadership of Party building, focuses on the concept of "two neighbors", takes residents' needs as the guide, and upholds the "four hearts" work method of dedication, meticulousness, warmth, and unity, solidly promoting the deepening and implementation of international community development. Firstly, it has expanded the international volunteer service team. The community has extensively encouraged foreign residents to participate in community governance. They have taken part in over 100 volunteer activities such as summer fun classes, legal publicity and event order maintenance, becoming an important force in community governance. Secondly, it has established a regular cultural exchange platform. Taking "neighborhood integration" as the main theme, the community regularly organizes activities like international youth cultural exchange meetings and weekend markets. It also invites foreign friends to offer summer fun English courses for teenagers in the community, facilitating cultural mutual learning. Thirdly, it has improved the multi-level democratic consultation mechanism. Regularly hold symposiums for foreign residents to participate in community development, governance, and sharing, inviting foreign representatives to have face-to-face exchanges with government functional departments. Many community workers are proficient in Korean and English, effectively ensuring barrier-free communication and zero-distance service. Fourthly, it has created an immersive festive cultural atmosphere. Combining with the theme activity of "Our Festival", the community invites foreign residents to experience traditional customs such as writing Spring Festival couplets and guessing lantern riddles together. Enhanced understanding and recognition have been fostered through the interaction of diverse cultures, and a new pattern of an international community characterized by co-construction, co-governance and shared benefits has initially taken shape.

New World Garden III Community: Creating Diverse Living Scenarios with Fine Services

New World Garden III Community closely adhere to the goal of "diversified integration and high-quality services ", Based on the characteristic that German residents account for over 60% of the total foreign residents, the community strives to build community living scenarios that meet the needs of international residents. The community is driven by both spatial optimization and service upgrading, transforming traditional isolated service counters into open and interactive service workstations, and creating a shared space that integrates neighborhood discussions and leisure exchanges. In the construction of the service system, strict implementation of the first inquiry responsibility and off-peak duty system is implemented to achieve year-round non-stop community service. Meanwhile, adopting the "professional social worker+volunteer service" model, encouraging staff to strengthen foreign language learning and communication, and recruiting volunteers with overseas experience to provide translation and cultural coordination services, significantly improving the quality of foreign-related services. The community also focuses on promoting communication and integration through cultural activities. During traditional festivals, Chinese and foreign residents are invited to participate in activities such as making dumplings and handicrafts. Regional educational resources are used to organize public foreign teacher courses, promoting the international dissemination of excellent traditional Chinese culture and the two-way exchange of Chinese and foreign cultures.

Sino-GermanInternational Community: Building an International Benchmark for Industry-City Integration with a Platform-Based Mindset

The Sino-German International Community fully leverages the advantages of Economic and Technological Development Zone and the Sino-German Equipment Manufacturing Industrial Park in industrial development and opening up. Anchoring the integrated goal of "production, ecology, living, education and consumption", and building an international community that integrates industry and city. The community infrastructure highlight the "German elements" and international standards. Vanke Sino-German International Town creates a pure low-density German-style living environment; the Sino-German International Style Street replicates the Bavarian architectural style and introduces authentic German catering services. High-quality resources such as Huz School, Shenyang International Pump Track Park and Beijing-Shenyang Hospital are surrounding the community. The community regularly holds food festivals, beer festivals, music festivals and other activities during traditional festivals in China and Germany, and also international competitions including the Pump Track World Championships. These efforts effectively promoted cultural exchanges between China and Germany and enhanced the international city image of Shenyang.

Jianyuan Community: Empowering the Integration of High-End International Services with Core Location Advantages

Jianyuan Community leverages its advantageous location in the core area of Golden Corridor in Shenhe District, and is committed to building a "business friendly" international community. The community has a complete high-end supporting system, surrounded by star-rated hotels, financial institutions, international schools, Grade A tertiary hospitals and etc. Relying on the grid-shaped road network and Metro Line 2, it has built an efficient and accessible 3D transportation network. In terms of community governance, guided by Party building, the community has set up a special working team involving the community itself, property management and enterprises, so as to systematically improve the international services. Through infrastructure upgrading, the community service center is accelerating the improvement of the bilingual sign system, and has set up foreign-related service windows to provide convenient services such as policy consultation and commission services. Meanwhile, it has integrated multilingual talents to form a volunteer service team, which has effectively enhanced the quality of foreign-related services and the inclusiveness of community governance.
