On September 16, Chen Shuangwei, Director of Shenyang Foreign Affairs Office, led a working group to Harbin Foreign Affairs Office for research and exchange. During the meeting, both sides officially signed the framework agreement on strategic cooperation, with Director Chen Shuangwei and Director Song Boyan of Harbin Foreign Affairs Office signing on behalf of their respective organizations. Director Chen Shuangwei shared the practices and experiences of Shenyang Foreign Affairs Office in recent years in serving the construction of Shenyang as an international central city in Northeast Asia. He emphasized that both Shenyang and Harbin shoulder the important mission of deepening regional cooperation and promoting the revitalization of Northeast China. He expressed hope that, building on existing foundations, the two cities would further strengthen resource sharing, promote industrial interaction, and deepen exchanges and mutual learning, demonstrating greater commitment and achievement in serving national overall diplomacy and supporting local economic and social development.Director Song Boyan introduced Harbin’s key initiatives in expanding openness to the north and shared experiences in organizing large-scale foreign-related events and economic diplomacy around the city’s three major thematic IPs: ice and snow, music, and beer. He expressed willingness to strengthen exchanges and learning with Shenyang Foreign Affairs Office to jointly advance the high-quality development of foreign affairs work in both cities.Both sides agreed to take this signing as an opportunity to establish mechanisms for regular meetings, daily communication, and cross-regional cooperation, further deepen collaboration in areas such as sharing foreign affairs resources, facilitating mutual introductions of international friendship cities, and promoting two-way exchanges of foreign affairs talents, working together to open a new chapter in local foreign affairs work.
