On September 15, Chen Shuangwei, Party Secretary and Director of the Municipal Government Foreign Affairs Office, met with João Bosco Monte, Secretary for International and Institutional Relations for the City of Fortaleza, Brazil, and his delegation. They had an in-depth exchange on deepening the friendly relations between the two cities, promoting high-level interactions, and expanding practical cooperation in multiple fields, injecting new impetus into sub-national cooperation between China and Brazil.

Director Chen Shuangwei welcomed Secretary Monte and his delegation to Shenyang and introduced the city's achievements in economic and social development in recent years. He pointed out that the current China-Brazil relations are at their best in history, and both sides are working together to build a China-Brazil community with a shared future for a more just world and a more sustainable planet. During President Lula's visit to China in May this year, the two heads of state reached important consensus on further advancing the construction of the China-Brazil community with a shared future, jointly hosting the 2026 “China-Brazil Cultural Year”series of activities, and strengthening cooperation in education, youth, medical and health care, and other fields, laying a solid foundation for local cooperation.Director Chen Shuangwei said that Shenyang has a profound cultural heritage, strong industrial strength, a developed agricultural foundation, rich educational resources, and an active opening-up policy. Fortaleza has a prosperous business and service industry and enjoys significant advantages in manufacturing, digital economy, infrastructure construction, clean energy, culture and education, sports and tourism, among other fields. The two cities have complementary industrial strengths and broad cooperation potential. He looks forward to working with Secretary Monte to facilitate the Mayor of Fortaleza’s visit to Shenyang this year to further consolidate the friendly foundation, deepen cooperation in trade and economy, agriculture, equipment manufacturing, automobiles and auto parts, medical and health care, robotics, and other industries, and expand interactive cultural exchanges in the fields such as education, sports, culture, tourism, and youth, achieving mutual benefit and win-win results.Secretary Monte said that he will closely collaborate with Shenyang Foreign Affairs Office to fully promote the visit of the Mayor of Fortaleza to Shenyang in October this year, sign an agreement on establishing friendly relations between the two cities, and promote practical cooperation in multiple fields such as medical and health care, sports, and tourism. He aims to enhance mutual understanding and learning between the people of the two cities and ensure that the fruits of friendly cooperation benefit the people of both cities.Fortaleza is the capital of Ceará State in Brazil, located on the Atlantic coast in the northeastern part of the country, covering an area of 315 square kilometers with a population of approximately 2.6 million. It is the fourth largest city in Brazil. The city has the highest GDP in northeastern Brazil and is an important political, economic, and cultural center. Its business and service industries are prosperous, and its education sector is well-developed. It has great potential in developing new technologies and cultivating talents. In 2019, Fortaleza joined the UNESCO Creative Cities Network and was named a "Creative City". It hosted the 6th BRICS Summit in 2014 and the 2014 FIFA World Cup.
