To further enhance the comprehensive quality and professional capabilities of Shenyang foreign affairs officials and strive to build a high-performing foreign affairs team, from October 29 to 31, the Organization Department of the CPC Shenyang Municipal Committee and the Foreign Affairs Office of the Shenyang Municipal People's Government jointly organized a special training program themed "Building a New Frontier of Opening-Up" for Shenyang's foreign affairs officials at the Party School of the CPC Shenyang Municipal Committee. More than 70 participants attended the training, including heads and professional backbones of departments responsible for international exchanges and cooperation from relevant municipal directly-affiliated departments and municipal universities and officials above the deputy division chief level from the Foreign Affairs Office of Shenyang Municipal People's Government and the Shenyang Municipal People's Association for Friendship with Foreign Countries as well as directors of foreign affairs offices and heads of relevant sections from all districts.

Chen Shuangwei, Director of the Foreign Affairs Office of Shenyang Municipal People's Government, attended the opening ceremony and delivered a keynote political lecture to the participants. Centering on deeply understanding Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Diplomacy, earnestly implementing the spirit of the 20th National Congress of the Communist Party of China and the Fourth Plenary Session of the 20th Central Committee, continuously strengthening Shenyang's non-governmental foreign exchanges, improving capabilities in opening-up, and promoting Shenyang's accelerated development into an international central city in Northeast Asia, Director Chen encouraged all foreign affairs officials in Shenyang to strengthen their commitment to the “Four Consciousnesses”, the “Four-sphere Confidence”, and the “Two Upholds”. He urged them to continuously improve their political judgment, political comprehension, and political execution, strive to build a new-era “invincible army of foreign affairs”equipped with Xi Jinping Thought on Diplomacy, and make greater contributions to advancing Shenyang's high-level opening-up and high-quality development, as well as winning the decisive battle of the three-year action plan for a new breakthrough in comprehensive revitalization.

The training invited 5 renowned experts, scholars, and section directors from the Liaoning Academy of Social Sciences, Liaoning University, and the Foreign Affairs Office of Liaoning Provincial People's Government to deliver special lectures. The topics covered advancing accelerating construction of Shenyang as an international central city in Northeast Asia under the new context and practical matters of foreign affairs protocol and etiquette. Focusing on the themes of "promoting the Shenyang construction as an international central city in Northeast Asia" , the participants conducted group discussions, which further broadened their international perspective, improved their political capabilities, work planning capabilities, foreign exchange capabilities, public diplomacy capabilities, and innovation capabilities, and  further strengthened their sense of responsibility and mission in doing foreign affairs work.

The participants also participated in on-site teaching activities at Caixia Community in Hunnan District and Liaoning Fangda General Hospital, personally experiencing the fruitful achievements of Shenyang's construction as an "International Shenyang". In Caixia Community, where over 400 foreigners reside, the participants gained a comprehensive understanding of the community's successful practice in promoting the integration of Chinese and foreign residents, strengthening cultural exchange, and advancing a community governance model of co-construction, co-governance, and shared benefits. At Liaoning Fangda General Hospital, they visited foreign-related medical facilities such as the International Medical Center, learned about the hospital's successful experience in building an international foreign-related service system in areas such as cross-border medical insurance services, personalized diagnosis and treatment experiences, and international medical and technological cooperation.

This training is a concrete measure taken by the Foreign Affairs Office of Shenyang Municipal People's Government to focus on the overall goal of "promoting Shenyang to accelerate the construction of a Northeast Asian international central city", thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, continuously strengthen the "foreign affairs +" model, and build an upgraded version of "International Shenyang". Through this training, the construction of Shenyang foreign affairs officials team has been further strengthened, achieving the goal of further improvement in their theoretical literacy, further enhancement in their professional capabilities, and further refinement in their sense of responsibility. The participants have all expressed that foreign affairs work is a glorious mission with great responsibilities. They will take studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Diplomacy, as a lifelong task, show new achievements in serving the overall national diplomatic strategy, improve their professional quality through adhering to principles while pursuing innovation, continuously optimize the opening-up environment, strengthen opening-up platforms, and improve foreign affairs services. They will demonstrate the responsibility of the Liaoning provincial capital and make new contributions in writing the Shenyang chapter of Chinese-style modernization.
