On November 25th, Li Pengyu, Deputy Secretary of the CPC Shenyang Municipal Committee, conducted a special research visit to Shenyang People’s Association for Friendship with Foreign Countries（hereinafter referred to as SYPAFFC）. He held a discussion with relevant responsible comrades on studying and implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, and deepening the city's people-to-people foreign exchanges. Liu Jinhui, Deputy Secretary-General of the CPC Shenyang Municipal Committee, accompanied him on the visit and participated in the discussion. It was pointed out that in recent years, under the strong leadership of the CPC Shenyang Municipal Committee and the Shenyang Municipal People's Government, always taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Diplomacy as the fundamental guidance, SYPAFFC has fully leveraged its role as the main channel for people-to-people diplomacy. It has achieved positive outcomes in serving the national diplomatic strategy, promoting mutual understanding between Chinese and foreign peoples, presenting Shenyang's stories well, and cultivating successors for friendship cause. These efforts have contributed significantly to advancing Shenyang's high-standard opening-up and high-quality economic and social development.

It was emphasized that as a municipal mass organization engaged in people to people diplomacy under the leadership of the CPC Shenyang Municipal Committee, SYPAFFC should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Diplomacy, further enhance its political position, deeply study and implement General Secretary Xi Jinping's important discourse on people to people diplomacy, fully implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, accurately grasp the direction of the times, find the right position and strengthen its responsibilities in serving national strategies and local development, and always maintain the correct development direction of the cause of foreign friendship.

It was demanded that SYPAFFC always focus on the center and serve the overall situation, anchoring on accelerating the construction of an international central city in Northeast Asia, accurately identify the entry points and key points for serving Shenyang's high-quality development through people-to-people diplomacy, and concentrate on building bridges for people-to-people exchanges, practical cooperation, cultural exchanges, and youth friendship, especially in constructing the "Hello, Shenyang" global promotion brand, advancing international friendship city work at a high quality, and nurturing successors for friendly cause. SYPAFFC should continuously expand the breadth and depth of international exchanges, proactively showcase Shenyang's city charm on the global stage in all aspects, deepen existing cooperation areas, and explore new spaces for international cooperation. SYPAFFC should strengthen inner construction, solidify political, organizational, and team building, enhance coordination and linkage with higher authorities, provide practical service and guidance to lower levels, and improve services for council members, striving to form a working pattern of "the whole city as one chessboard, and all parties working together", gather development synergy, and strive to create a new situation in people-to-people diplomacy, making new and greater contributions to achieving new breakthroughs in Shenyang's comprehensive revitalization.
